1、很有可能铜牛作为华尔街的一种象征,当地政府允许世界各地游人和它亲密接触,这已经成为华尔街的一道风景被当地民众接受,不存在游人不守社会公德问题,中国游人只是入乡随俗罢了。

2、有可能当地是不允许骑牛的,但是中国人并不知道,当他们看到有很多当地民众或者其他国家游人骑牛留影的时候,以为这种情况并没有什么不妥之处,也就加入了这个行列,属于无心之过。
